Level Health has appointed Ken Byrne as Director of Corporate Business Development; this is an executive appointment, not a transaction, and no deal consideration or counterparty arises.

Level Health is a Dublin-based private health insurer launched in November 2024 as a 50/50 joint venture between Aviva Insurance Ireland and a founding team comprising CEO Jim Dowdall, chairman Oliver Tattan, CFO Stephen Loughman and CCO Ruth Bailey, with total committed investment in excess of €20 million. All policies are underwritten by Aviva Insurance Ireland (LSE: AV, 2025 group revenue £25.4 billion).

Level Health held approximately 1% of the Irish private health insurance market by premiums at year-end 2025, having attracted approximately 25,000 customers and generated more than €30 million in premiums in its first twelve months. The company is targeting over €100 million in premium within two years and €350 million within five years. Byrne joins with over 25 years of commercial leadership in financial services and health insurance, including over a decade at Laya Healthcare rising to Head of Corporate Sales.

The structural driver is the corporate group scheme market, which accounts for the most stable and highest-value segment of Irish private health insurance, with employers renewing annual policies across entire workforces. The three incumbent insurers, VHI (48.3% market share), Laya Healthcare and Irish Life Health, have deep corporate relationships built over decades. Level Health's consumer proposition of simplified plans at lower price points delivered 1% market share in twelve months, but consumer acquisition alone will not reach the €350 million premium target. Corporate penetration is the faster route to scale, and Byrne's Laya Healthcare corporate sales background is the direct instrument of that pivot.

Byrne's decade at Laya is commercially significant beyond his experience. He arrives knowing Laya's corporate client relationships, renewal cycles and pricing architecture, intelligence that directly informs Level Health's approach to competing for group scheme mandates in the same market.

Level Health's corporate push intensifies competitive pressure on Laya and Irish Life Health, both of whom have seen profitability improve significantly on premium increases and are now exposed to a price-competitive new entrant with institutional backing and experienced corporate sales leadership.
