Ireland secures drug pricing deal to reshape private healthcare supply

Ireland’s private healthcare and pharmaceutical landscape is set for a significant shift following government approval of a new four-year pricing and supply agreement with pharmaceutical manufacturers. 

The deal, reached between the State and the Irish Pharmaceutical Healthcare Association (IPHA), targets lower medicine costs, faster access to new treatments and increased use of generic drugs across the healthcare system.

The agreement follows months of negotiations and applies to research-based pharmaceutical companies producing branded medicines. 

Alongside this, a separate arrangement with generic drug manufacturers will deliver additional savings and further expand generic prescribing. Together, the measures are intended to improve affordability while maintaining supply stability in a system where the State’s medicines bill is expected to reach approximately €4 billion this year.

Under the agreement, IPHA expects its member companies to apply to the HSE to make around 32 new medicines available during the year, with an estimated 6,000 patients potentially benefiting. 

The therapies span major disease areas including breast, lung and gynaecological cancers, leukaemia, type 2 diabetes, weight management and heart disease. Budget 2026 has allocated €30 million specifically for new life-enhancing medicines.

Many advanced treatments continue to carry price tags exceeding €100,000 per patient, per course of treatment, keeping cost-effectiveness and value-for-money central to State negotiations. The agreement seeks to balance access to innovation with the realities of finite healthcare budgets and competing pressures across the system.

IPHA said the deal 'reflected a continued desire on all sides to invest in treatments that improved outcomes for patients.'

Minister for Health Jennifer Carroll MacNeill stated that the framework agreement in principle will support greater predictability and stability for Ireland's pharmaceutical and medicines supply.
